No need for paste, the 212 will come with thermal paste and the 1070 will have TIM preapplied on the already installed cooler :)

There is thermal paste on the GPU already.
The 212 evo comes with thermal paste you will have to apply when installing.
Or, for the 212 evo, it's more like constructing.

The GPU cooler is already installed with TIM already there.

The CPU cooler (in this case, the 212 evo) comes with thermal paste that you would need to apply but it comes with it so you don't need to buy any.

Would I be able to just switch to a 1440p monitor instead? I prefer my build, thanks for the insight though.

with a 1070 you could but not for a long time. also 1440p would be way out of your budget.

i chose that monitor because its freesync 48-75hz. also 21:9 gaming is just a better experience imo. the nvidia equivalent would be out of your budget too.

btw you dont need 16gb of ram for gaming...
