You could look at the second hand market and probably buy some shitty Haswell Pentium system and some cheapo GPU for that price. I would honestly save up a bit more.

If you want to have a computer on that budget you have to search for secondhand parts.Search and then post what you found.The best option in that budget is a ps4/xbox one but you want pc exclusive games

I'd save to around $400-500. That should definitely be enough for you to build a computer that runs what you play. Or you could buy a used PC on craigslist or something.
