16GB Ram.

 

i'm planning to get him a 

M12II Evo 850watts 80+ Bronze, Full Modular or X650 650watts 80+ Gold, Full Modular

get a 650 watt psu max

Max load for that PC? 350-400W.

650 Watts is approximately double what this PC will draw under full load. A quality 650 Watt power supply will easily power a system with any single-GPU card currently in production. You'd only need more if you were using multiple video cards.
