So about a month ago I upgraded my gtx 660 to a gtx 970, to begin with I was happy, a bit confused about the fact that on Csgo I'm getting the same frames.  Depending on where I am I get 90-200 fps maxed out, I'd be ok with that if I hadn't seen people playing maxed out with 300 fps in a place where I get 120 fps. My video drivers are up to date and I have an i5 4690k with an 8gb stick of ddr3 ram

uninstall your gpu driver using DDU and install an older version like 361.xx or 362.xx, 361.91 for example

see if this fixes the issue

Oooo nooo, don't use the latest driver from Nvidia as it's just... its evil. Install the 361.75 driver instead as the 364.72 is very evil.

The wrong place though, belongs on the graphics card thing. Are you sure it is no throttling, you could overclock maybe? What about your resolution. there are so many factors. can you give me more detail.

you'll have to get them from the nvidia website, make sure its for the right OS you're using

and you have to uninstall your current one before installing an older one or it'll prevent you from doing so

It's just very unstable, and i'm not sure if its just boogus but people have said it has caused their systems to flat out not boot because of it. and some even claim it corrupted their OS. Well it locked my core clock at 1113Mhz and it was making my cards fans spin like crazy xD. So ye don't use the new one xD

You have the same issue as mine where with my GTX 960, i see people playing CSGO with average 200FPS and here i get fps with drops 60-90.

Just a heads up. Your card might never go back to idle clocks if you set your refresh rate to 144hz. Small issue with nvidia cards. Effects will include: Higher power draw on idle, higher temps and noise. 

 

I'll link you a work around in case you face the problem ;) 

 

As for the fps in csgo. Probably software problem. I'd suggest checking with the csgo forums as well.

well, from my experience csgo is more cpu intensive than GPU, so possibly try overclocking (if you can)  or outright upgrading your CPU

I just felt like I needed somthing here

I had same issue and i Googled the problem and i found one solution, but it didn't help me. Anyways you can try it , who knows , what if works :D

 

Go in Steams Library > Find CS GO and Right click on it > Go into Properties > and in General Properties uncheck "Enable the Steam Overlay while in-game"

if this wont help try to disable this option the other way

here is it

 

Open steam > click on "Steam" (Left upper corner) > Settings > and uncheck same option "Enable the Steam Overlay while in-game", it should be first

 

and if all these do not work, just tell me. Did you optimize CS GO from NVIDIA GeForce Experience ?? Once i tried it on full HD resolution and funny thing was that , this GeForce Optimization put my Resolution on way higher than Full HD, and that caused my low fps.

 

Otherwise if these steps didn't help you, just check back those options in both ways because you wont be able to open Market from in-game ( I guess )

my cpu usage was fine it never went above 70% in csgo and 80% overall, but i looked at temps and my cores are hiting the 100 degree C mark and once all cores hit 90 degrees then it starts to throttle. So ill just buy myself a new cooler

Edit: will a cheap $30 air cooler do the job or should i invest in something a bit more pricy?

Hyper EVO 212 will do just fine, and it coasts 30$. Also do not heavy load your PC, because 100-90C degree gonna kill your CPU. wait till you get new cooler
