It has changed over time. Some years ago (AKA: when the S2 and iPhone 4 were the newest thing) 4" was considered perfect size and also the biggest on the market really. After the Note from Samsung came out, the sizes went up a bit and nowadays 5"-5,5" is the norm.

6"+ is IMO a phablet (phone+tablet) and anything under 4,5" is really meant to be small (many phones with that size or smaller have "compact" or similar behind the name too)
