Unclaimed URLs Cost Money?

There is a registration fee and fees for the DNS servers

Many URLs have no website behind them, and are (I assume) unclaimed. (Such as www.TestUrlThatsProbablyUnclaimed.com ). Why then, can I not get this domain for free? How does the person who sells the domain to me get the domain?
