Best fan controller for 40 bucks or less.

So I just put together my pc and turns out that the fans are not very quiet, I bought two of these https://pcpartpicker.com/part/rosewill-case-fan-rfa120rl that I use for intake and then I just used the two led fans that came with the corsair spec 03 case for out-take. It's WAY to loud. I don't want to put the pc on the floor because it's a carpet floor and I don't want dust to build up in my pc, I'm gonna need a fan controller and I was wondering if anyone knows about any good budget ones for no more than 40 bucks. preferably it would be coloured black to match the colour of the case.

From what I've heard the NZXT Sentry Mix 2 is a pretty good fan controller.
