best pc build for arma 3 and 2

I love arma it is my faves game and wanted to know what the best specs are to get good  around 60 fps on arma 2 and 30fps in citys  and 60 fps in arma 3

I would like it to be a budget build but if that's not reasonable and not possible to get good fps then just gimme the best you got. I am wondering if an arma pc build is that expensive

Probably too low. Id say around 400$ do i need a good graphics card? I have a shitty galaxy gt 750. If i just bought an i7 and put it in my pc now would i be able to run it well?
