PC BUILD for Adobe premier pro &after effects

I want to build a PC under $650 (USD) for video editing on Adobe premier pro and after effects , without a graphics card. I was thinking of a Intel Xeon e3 1246 v3 . 16gb ddr3 and an ssd , will it be capable of 4k editing ?

Get the Xeon e5-2670. It has 8 cores and 16 threads. It is also only about 70 usd. You could get two of them and have amazing performance. I was able to get one a X79 motherboard and 16GBs of RAM for 300 usd.
