seems overkill but yea it can run it

Looks good to me, I just hate Asus motherboards and their BIOS, but that's really subjective. Objectively, looks good. Be sure to run that setup at multiple monitors.

You don't need skylake to play games on highest settings anyways, for gaming it's totally overkill

change that hard disk to a 2tb, its a better value

and not readily available everywhere

and the 1231 v3 uses ddr3 which i dont even have (i went from ddr2 straight to ddr4, im feeling proud)

The 6700K will provide better performance in gaming than its Haswell-E counterparts (the i7 5930K and i7 5960X). So the first build is the best.

 

However, why you'd need 32GB of RAM just for gaming is beyond me. 16GB is more than enough. Also, 1000W for that build is overkill, you'll be fine with 850W. The rest looks good.
