While not technically what you were thinking, but you can use autohotkey to do something similar while on desktop.

::lennyface::( ͡° ͜ʖ ͡°)

type lennyface (man that was hard to do with the script running ( ͡° ͜ʖ ͡°)) in and ahk does the rest.
