Are file transfers via Direct Connect distributed?

Can anyone here shed some light on Direct Connect? I'm specifically interested in knowing if file transfers are distributed. With distributed, I mean something like bittorrent, where if person A and person B both have a (part of a) file that person C wants, both A and B will upload simultaneously to C. Does Direct Connect operate in this way, or not?
