For the highest details 60fps I will stick with a R9 390/970.

The Step Up program won't do him any good since it's doubtful the Pascal cards will be out by mid May. But the customer service is always a great reason to pick EVGA. They're the only OEM I know who will let you replace the cooler and they also allow custom BIOS as long as you have a dual BIOS card.

Both of those games are also better on Nvidia than AMD, so your best price to performance option is the GTX 970. If you have the money for the 980 Ti though, it's much more powerful than the 970. You're talking about a 50% improvement. A 980 Ti is ridiculous overkill at 1080p 60 Hz, so you should consider buying a 1440p monitor later if you go the 980 Ti route.

Also, if you have no budget why don't you run 980 Ti in 4 way SLI?
