So what's the best graphics card to go with an i5-4460? In terms of very balanced performance towards each other.

960-980 tier won't cause bottlenecks in my opinion.

I'd get an R9 390 since it's a good price for a card with 8GB VRAM (if you must buy now), or wait for the GTX 1080 (or whatever it might be called). As great a card as the 980ti is, I think it would be silly to buy one with Pascal just around the corner.

can push any single gpu with no problems. if you were trying to push 3 titan x's then yes a better cpu would be better. but the 4460 is beastly for gaming

cpu - i7 4790k  gpu - evga sc 980ti   ram - 16gb gskill sniper
