A friend of mine wants to upgrade his computer by changing out his video card for a gtx 760.

The rough specs of his computer are:

CPU: AMD FX 4100 @3.6GHz

Video Card: GT 620

HDD: single 500GB Hard Drive

Memory: 4GB

PSU: 450w (no-name brand with no efficiency rating)

He would like to be able to play Rome 2 Total war on High Setting at a decent fps (~50fps)

My primary question is if he upgrades his video card to a gtx 760 would he need to upgrade his power supply to something with a higher wattage and/or better efficiency rating from a trusted brand?

I was thinking about suggesting a Corsair cx series 500w...

Any help/advice would be greatly appreciated :)

P.s. I only suggested that he upgrades his video cards but Is there any aspect of his system that any of you would consider in dire need of an upgrade? I have floated out the idea that he upgrades to an SSD for general SSDs are awesome reasons.

Case: Corsair C70 GunMetalBlack, CPU: Intel 3570k, Mobo: Asus p8z77-v lx, CPU Cooler: BeQuiet! Dark Rock Pro 2, RAM: 8GB Corsair Vengeance 1600Mhz lp, Video Card: Asus HD7950 DC2 Top V2, SSD: Samsung 840 pro, HDD: one Seagate 2TB Barracuda, PSU: BeQuiet! Dark Power pro 10 650w, Monitor: Dell UltraSharp u2412m, Keyboard: CoolerMaster QuickFire tk (Brown Switches), Mouse: Steelseries Sensei raw, Sennheiser HD 558

I'll honestly just upgrade the PSU. Might not even put out 450W and let alone inconsistent and unclean power. The power supply you suggested is more than enough.

I'd throw in the SSD after if you got the cash for it. Graphics card first :D

You should probably replace the psu.
