Cpu bottle neck or wtf is going on?

I have a r9 380x 4gb and a amd fx 6300 @3.5ghz and I was reading the reviews and people were saying the gpu could run gta v at high settings 1080p 60fps I try that and i get 14 fps wtf is going on??? I think it could be a cpu bottle neck I am not sure tho.

would run an i5-4590 at the minimum

 

preferably a 4690k overclocked or a 6600k overclocked

Yup. CPU being a goddamn bottleneck.

 

I jumped to Intel for that reason.

Yeah, GTA V is a CPU intensive game. Turn down your draw distance, and traffic density.

I since then switched back to my old MSI gtx 770 

you 'upgraded' from gtx 770 to the 380x?
