GPU "Underclocking" Problem.

My GTX 980 is stuck at 135mhz and won't go up even if I change my power settings to High Performance.

 

Any ideas as to why and how I can fix this? I want to overclock my GPU, but with it stuck at 135mhz....its kinda pointless.

I usually restart my computer and it fixes the problem.

its supposed to be at 135mhz at idle...

it goes up under load only

Restart the computer as @aLemonNation mentioned or uninstall your drivers using Display Driver Uninstaller and reinstall them if this is during a high load.
