Does he already have a motherboard which will support one or the other?

I'd personally go for the 3570k because of overclockability, but I'd want to check whether an 1150 motherboard is cheaper than an 1155 motherboard, plus the 1155 one would have to be a z77 one to be properly overclockable.

If he can find a decent priced Z77 motherboard he should go for the 3570K. Otherwise go for the 4590. The performance difference, if the 3570K is overcloked, is very minimal

temps really don't matter since wattage is the same.

temps really don't matter since wattage is the same.

But Ivy is notably cooler. A friend has a stock cooler on his i7 3770 and it ran 10*C cooler than my 4590 when it was stock cooled

And? It matters how? You can't overclock 4590 anyway or 3770.
