Like @Morgan MLGman said, you don't need one, but you can relieve your high temps for very cheap.

Just get a Hyper 212 Evo if you wish for lower temps.

My intel core i5 4590 reaches temps of 86 degrees Celsius at full load while using the stock cooler. Do I really need a new cooler?

While you don't need it, it is highly recommended you either get one, or improve the airflow in your case. (cleaning it from dust, adding fans, managing cables well etc.)
