Yes but you rarely need all four cores maxed out at the same time, unless you're rendering, or doing any sort of CPU intensive tasks.

I have an Intel i5-4590 and is 3.3Ghz at idle and at turbo boost is 3.7Ghz. For some reason when stressing the CPU all the 4 cores only go up to 3.5GHz stable... Is this normal? This is found on CPU-Z and HeavyLoad...

yeah this is normal the max value of turbo boost only applies to a single core.
