Since you reinstalled the drivers a couple of times I think you came up to the point where windows reinstall would be easiest way to solve it.

Other solutions require way too much digging.

Is the 970 even reaching it's maximum frequency in game? That game isn't particularly demanding and it may be reducing it's frequency based on the load.

Yea exactly what I was thinking, you might have to manually set the clock speed yourself disabling turbo somehow.

That makes no sense. It should just pump out more frames. It's not a laptop.

What about if it's not a windows issue and a reinstall would just waste loads of time?

He had an AMD gpu with AMD graphics drivers and now switched to Nvidia gpu with Nvidia drivers.

Drivers are exceptionally messy things, I think starting fresh would be the fastest way to a solution, the opposite of wasting time.

Windows reinstall? what? That's jumping quite far, I would try reinstalling the game, monitoring temperatures, doing some benchmarks and comparing to others, trying other games to see performance, monitoring clock speeds to see if its under-clocking itself.

I think that your card is thermal throttling or it doesn't see CSGO as a very intensive game so it isn't ramping up the clock speed.

Mine ramps up in CSGO and I get good usage so there is another issue here, possibly a faulty card in all honesty.

He tried more games, he reinstalled drivers. Temperatures make no sense, they should only come into effect when he runs the game for a little bit and it would be obvious dip in the performance, not instantly low fps.

Temps do matter on 9xx GPUs due to GPU boost.

The game should still run for a while on high framerates before massive throttling sets in. And I doubt there would ever be massive throttling because of temps, it's not like he is running it without a cooler at all.

Yeah, a 270 uses around 140 watts of power, a 970 can get up to twice as much if you overclock it

so, i just want to mention that my valley benchmarks (970 strix, i7) are considerably better than those of any 970 i can find on the forum paired with an amd FX chip.

This is neither useful or going to answer the OP's issue, it is simply EPeen measuring and the valley benchmark thread is the place to post your results etc. One thread has already been derailed by intel elitists hence the creation of this one.

Valley uses a single core, and is not representative of gaming. It's just a useful tool for overclocking to find gains and test stability.

If anyone asks you never saw me.

So we could rule out the PSU, I say return the card or test it in another system (friend's system?).
