Stop the fan with your hand to figure out where the noise is coming from. The Intel stock cooler isn't usually that loud and is in fact fairly quiet with a good fan curve and decent case ventilation.

I have the cooler master 110 with a 4460, the pc is very loud, I think it is the intel cooler and not the cooler master fan, so I assume to make it quieter I should get a quieter one, any suggestions for a quiet cpu cooler that will fit in that case under $40 with similar performance to the stock cooler? Or should I try getting a replacement fan first?
