Can't under clock a Pentium 820. Help!

I recently scrapped out an old computer from my attic. It had a pentium d 820(2.8 ghz), intel lga 775 motherboard, 1gb ddr2 ram and a 40gb hard drive. I thought of using it as backup server. I fired it up and entered the bios. But after 30 seconds or so, the computer would shut down after giving a beep sound. I came to know that the CPU had been running around 98 C. I then bought a Deepcool CPU cooler and installed it Now, it runs around 77 C. I haven't installed an OS fearing that it would again heat up when installing the OS. Now, I am thinking of underclocking the CPU. However, i can't see the overclocking options in the bios. This is the first time I am doing an overclock/underclock in my life. My bios looks similar to this:

Dude, if your CPU is running at 98*C in BIOS, something is really, really bad. Either the cooler doesn't sit properly, or your CPU/temperature sensor is damaged. It shouldn't heat up to that temperature even when cooled passively...

I googled the pic. The bios just looks similar to mine. I have a pentium 820.

After installing a new CPU cooler, now it runs at around 77* C. I have checked everything. The heat sink is sitting properly on the CPU. However, i don't know if the temperature sensor is damaged.

NO. The thermal paste was pre applied on the new CPU cooler.

But I wiped the old thermal paste on the CPU using a wet cloth before installing the new cooler. Would that be a problem?

Without a seperate temperature sensor, i would suggest touching the heatsink to feel the temperature and see if it's anywhere close to what it's reading. If you have a thermometer use that too. Just try not to burn yourself in the case that the temperature actually is that high.

You mean touch the fan on the heatsink?

Did the CPU look clean and feel smooth and not wet when you installed the new cooler? If so you should be fine. Using rubbing alchohol would be better for this, but personally i've just used dry kitchen paper and friction to remove paste and the temps have been fine.

The CPU just looked normal like any other CPU.

Well the fan won't really be transmitting heat since it's plastic. I mean the metal since you'll feel it more. I guess you could keep your hand at the side that the fan is blowing outwards first after it's been on for a few mins and see if you feel hot air first though.

No. It wasn't that hot. Maybe somewhere around 50*C?

Even 50 is pretty hot when sat in the BIOS. Let it sit there for a bit longer and see if it heats up any more.

Should I try booting windows 10 from another hard drive? By doing that, I can see CPU Z.

Go ahead and install Windows, I dont believe the 820s had onboard sensors (dont quote me on that) but I know my 930 doesn't so the BIOS might not be accurate. When you get windows installed try using HWMonitor and see what you are getting. Also there is not over/under clocking on those Intel Desktop boards, only RAM. Good luck!

Yea it is read the socket temperature I believe but even then that is WAY to hot even for a Pentium D for socket temperature.

Pentium is part of the netburst architecture and they run extremely hot. I had one and it idles around 60c.

Well with the cooler he has he should be getting around 65c under load (depending on the case also). Guess we can see once windows is installed cause something seems not right IMO

Intel 102ggc2 LGA 775. BTW, should i run the computer and keep a thermometer as near as I can to the CPU and take a reading?
