Are these medi-swab wipes safe to remove thermal paste

i have heard that 70% works fine and I think Linus might have said its OK aswell but i could be wrong, but 90%+ is probably better

Higher the percentage the better but yes those are fine to use.

Better than a majority of what people recommend/use on this forum. Just make sure to let the surface dry completely before reassembling (higher water content).
