290X is slightly faster

 

but the 390 runs cooler

Haha, Witcher 3 at a mix of high and ultra used about 1.8 GB on my 970 at 1080p.

i'd like to stay under 400 but preferably under $300 if all possible.

 

GTX 970 is your best bet.

The last Patch fucked up the Performance alot. I hope they will fix this mess.

By 1.5% in Witcher 3 at 1080p on the Fury X (blue = 900p, red = 1080p, green = 1440p, purple = 4k), so the 970 probably still wins since it had a 7.5% lead on the Catalyst drivers.

With Essenthy's Super Turbo Lighting Mod and everything off/on low besides V-sync, Bloom, AA, HBAO+, textures (high), detail (high), and flora visibility range (high) I'm still seeing a solid 60FPS on my GTX 960, and the game looks like it did in the E3 2014 demo. Even without the mod, the settings turned to low have almost no noticeable visual impact.

Everyone thinks The Witcher 3 is borderline impossible to run, and criticizes the NVidia Hairworks feature because it crushes performance and does almost nothing. The truth is, almost all of the settings in The Witcher 3 do this (namely Water, Shadows, and Grass Density, which have NO visible impact whatsoever). The Witcher 3 is, in fact, very easy to run when you lower these settings.

This means you should be able to get a consistent 60FPS with these settings with a 390/970 at 1440p and a Fury X2/980ti at 4k.

Stop, please stop. You're moving the goal post and don't even own the 390 nor have you ever. The Crimson driver suck, Crimson itself is awesome but the drivers fucking suck. For every fps they offer they take something in return. Be that lack of smoothness or crashes.
