GTA 5 rig for my brother

Hi, since this is my first post here, I'm going to use the template for this question. This computer should be for my brother, he plays a lot of games on his laptop that has poor graphics card so I decided to build him a new rig. The main game he wants to play is GTA 5. Here are parts that I've picked, but I'm not sure if I'm not bottlenecking the graphics card :) .

Any help is appreciated, if you know about better "combo" then share it with me :)

Anyways the cost shouldn't be more than 650$.

I think the r9 380 is a lot better price to performance right now. I still find that the 128 bit bus on the 960 is too restrictive, particularly for open world games like gta v which perform best with high and fast vram

Thank you for all your answers, I live in Europe so some parts are bit more expensive, especially the PSU. The currency is meant to be USD, sorry I forgot that dollar isn't just one kind   :D . Is it possible for you guys to explain me why I need 750W? Im kinda new to all of this, and I just calculate with numbers I see on CPU and GPU specs list.
