Asus GTX 960 or the MSI GTX 960? 

MSI, but the R9 380 performs better for around the same money.

If you're talking about cooling the R9 380 should run a little bit hotter and consume some more power but should be just as quiet and better performing.

Same level of quiet and yes it's definitely better.

I've got the STRIX version of the 960, should I sell it and buy the r9 380?

No, if you already have it it's not worth it to A: get another B: Sell it and get an equivalent card.

MSI GTX 960 rarely even turns on and is a very efficient and super cool card. R9 380 might run better but really you're gonna have the same performace and you're not gonna notice the diffrence

The 380 actually performs around 10-15% better and is 100% able to use Dx12 unlike some Maxwell cards that are struggling.

The 380 is actually a fair amount better than the GTX 960, noticeably so.

If you already have the card, don't bother selling it. Stick with it.

It may be quieter depending the cooler, and it will run cooler, but otherwise the 280 performs better.
