In the US and Canada, that very well might be the case. Legal framework in the UK says otherwise. It seems the government passed legislation specifically to empower teachers to have the right to do that under certain circumstances.

Invasion of privacy does not qualify under circumstances where violent crimes have taken place.

If one person has been attacking another (emotionally or physically), it comes under that jurisdiction, internally in the case of the school (being a public body), and can be pursued externally with the police where conditions dictate.

It can only happen where someone has been subject, or conducted abuse though. They cannot simply take a phone without reason rather like Police are not supposed to snoop without justification backed by a court warrant (which the government are trying to scrap, which is scary).

Social workers also have similar powers.
