Well I'm not really sure on a subwoofer. Anything high end would put you over your price point with a 7.1 setup. 

4 tower speakers a centre and the receiver are up at 2800. There is the PSB Subseries 100 for 399 but it's an 8" and the 10" with extra options is $650

for speaker wire, it depends on how long the runs are.

when in doubt or if you just want overkill, I'd just grab some cheapo 16awg speaker wire or lamp cord from a local hardware shop or radioshack.

For speaker cable I use Figure8 flex, it is basically the power cable you get with radios, lamps, cd/dvd players, etc.  Rated at 240V 7.5amps its good for speakers up to 300 watts and around ten metres.
