Do you have any unusual programs installed?  Did this just start or has it been going on since a clean install?  If it just started, did you change anything recently (installs, etc.)?

yes for now, but id like to wait a few days to make sure, obvz

Could have just been a one-time thing, like it was running an update or some program had a memory leak, etc.

its been doing it on and off for about 2 weeks now

I had a similar issue a few months back but with one of the insider builds is paging off on your PC? I noticed that after I played a game the RAM usage would hover around the same RAM usage as if the game was still being played. I woke up one morning to find that my PCs RAM usage was 15.5gb of 16gb anyway try updating your drivers update windows 10 if there's updates available and check if your paging file is enabled

When you see "System" consuming a lot of RAM or consuming a lot of CPU. BIG chances it is a driver causing it.

So it a matter of finding it.

If you have any Fan control software, or light control software, motherboard software, keyboard/mouse software, or anything like that, or something your smartphone, remove it all. They all need drivers, and are usually the ones that are poorly coded.

I recommend to unplug everything you have beside keyboard and mouse. Uninstall any keyboard/mouse software.

Remove any extra hardware form your system, including graphics card (use the integrated graphics if you have one), and go in the UEFI/BIOS and disable everything (sound, ethernet, etc). Reboot your system, and see if they are any improvement. (Windows might still load the drivers, so I am not sure how successful this will be, but it is a starting point)

Are you sure you are running a 64-bit system on a 64 bit processor? 32 bit processors or systems max out at ~4gb or it could be your bios configuration.

To check go download a random 64-bit program online and run it.

If it runs, go to your BIOS/UEFI and check the settings

What!? He's already shown that his system is using 9+ GB of ram... That proves it's 64bit right there
