Yes, but do you need to upgrade from a 390?

 

Probably just talking about when new GPU's come out next year or so; referring to if the CPU will still be fine.

 

So to add context, OP, Sandy Bridge is still a viable CPU for all around gaming today, especially the unlocked ones. So if that continues, the 6600k won't become a bottleneck any time soon.

So, if I had a I5 6600K and a R9 390, would I be able to upgrade the GPU without causing a bottleneck?

That i5 can run a 980 Ti or SLI Titan X without a bottleneck
