If anyone knows a bit about Latin, then the motive on the first flag is a bit of a hint.

Ugh so I guess that country doesn't exist anymore, in that case I don't know, I didn't write any rule for that so it isn't violation any rule but that could go out of hand and become basically impossible to play.
