It's not exactly newer (its a 7870 GHz rebadge)

7870 GHz was faster than a 660 Ti and came out after it - it's newer :P + 270X is quite OCed usually and is already being pushed past the 7870 clocks by 100-200 MHz on average

please explain your answer

note: they will cost exactly the same

Performance wise the R9 270X and GTX 660 Ti are very close. If they're the same price I'd say the GTX 660 Ti since there are a bit more features with Nvidia software... Shadowplay is superior to AMD's alternative and you can control number of pre-rendered frames. But if these dont matter to you then doesnt really matter. However AMD's GPUs use more CPU in DX11 than Nvidia's, so if you have a weak(ish) CPU you're more likely to get better performance out of the GTX 660 Ti.

Looking at some benchmarks now it looks like the GTX 660 Ti outperforms the R9 270X slightly in the majority of games. I'm looking through a GTX 960 review atm and the R9 270X and GTX 660 TI are both also tested, the R9 270X falls behind in most tests but outperforms by a good amount in Far Cry 4.

270x is close/matches gtx 760/670, but as said before a gtx 950 is better.

A 950 will perform very similar to a 270x, and op is OK with used so the 270x is also much better value.

A new 950 doesn't cost much either. Anyway it's up to him to decide.
