I made a post about this a while back and it will be saying a similar sort of thing,

so...

I have an R9 290x 8gb and It just wont work for the usage.

It would simply always be on something except 100 and when it does, its for 20secs max.

It would go down to 0 at some points..

 

So whats happening here?

If the PSU is overloaded it will shut off. The computer doesn't communicate with the PSU in any way, it can't detect when the PSU is maxed out and throttle back.

GPU usage going down to 0 isn't unusual as there will be portions of a game -- load screen, and the like -- where the GPU isn't leveraged. GPU usage, however, will also depend on the game you are trying to play. What are your frame rates, and what is your monitor's refresh rate? If your frame rate exceeds your monitor's refresh rate, why complain about it?

Yes, but it would go down to 0 while I'm in-game, and for example, It would do it with or without vsync, and my monitor is a 60hz

50-60fps vsync, 60-120 without vsync

 

Then what the hell are you complaining about? <_< If the game is running fine, then the GPU is not at 100% because the the game only needs a small amount of power. It will use as much GPU as it needs. The moment it needs a lot it will hit close to 100%, when it needs little power it will be closer to 10% or whatever percentage.

It ain't. It's supposed to be that way. Only benchmarks and folding use 100% power 100% of the time.

It is using as much as it can. But if it's just rendering a very simple thing, it can't dedicate more than 10% of its power; because the task is so simple that there is nothing to dedicate it to.

Actually on a benchmarking software it was jumping down to 92% aswell..

 

Actually benchmarks aren't perfect. So that's why.

GPU usage does not have to be at 100%. You're not gonna get unlimited amount of fps, performance will always be limited by something. There's always a bottleneck basically. The question is, is the performance good enough for you when something hits its limit? 

Also, even in games that stress GPUs a lot, in some situations the game will be more demanding on hardware, and in some less, depending on the level and what's happening in the game. So obviously the usage will vary. Unless you're running a demanding game at highest settings on 4K or something which will constantly stress the GPU to its max.
