You can get Windows 10 instead of Windows 8.1

The case fans aren't really necessary, the standard fans included with the Phantom 240 are totally fine.

I just made a few quick changes. The 390 is better (and slightly cheaper) than the 970, the hdd I recommended is more reliable than the seagate while being cheaper, and the combination of the two allowed me to grab you a 250 GB ssd instead of a 120.
 
 
You could also drop the 4690k to a xeon 1231 and a h81 mobo and get a better cpu and gpu out of it. Finally, windows 10 can be bought on reddit for 35-50 dollars.

Does your brother hate FPS? But ehh fine enough. Still the other two recommendations I made should allow you to grab a larger ssd instead. That PSU is more than plenty for a 970 build (970 systems can run easy on 400W).

3 If i remember right. There are also shorter 390s that are just a tad more (but due to my other cost cuts, you should still fit it under budget.) like the msi 390 which is almost exactly the same look of the 970 just with a beefier cooler.

Does your brother hate FPS? But ehh fine enough. Still the other two recommendations I made should allow you to grab a larger ssd instead. That PSU is more than plenty for a 970 build (970 systems can run easy on 400IW).

This is another option that would be better across the board. This 390 doesn't block any drive bays, it was just the one I choose (which I did because it was cheap and good haha, this one is about 20 dollars more.)

Does your brother hate FPS? But ehh fine enough. Still the other two recommendations I made should allow you to grab a larger ssd instead. That PSU is more than plenty for a 970 build (970 systems can run easy on 400W).

I only say it because 120 GB ssd's are notably slower than 250's of the same brand (and obviously have less than half the capacity...), and you can fit it in your original build so why not?

 

BTW if you don't have AC, the 970's thermals MIGHT help in the long term. (Might being super strong word, but its linked in the top build of this post)
