Cant Play Saints row on steam?

I bought saints 2 about 2 weeks ago off g2a, the code worked fine on steam, I installed it and I tried to boot it and it just says failed to start (unknown error) I tried everything on the steam website but to no avail. WHY?

 

edit: I just tried running the exe in steamapps and it says: the version of this file is not compatible with the version of windows you are running.

 

it says more but just about 64 and 32 bits. i have windows 7 and i have tried every compatibility mode with it.
