ISP usually throttle when you have crossed the download limit. If you don't download much and think that the total data you use in a month isn't any near to the Dow load limit then in this case you should really contact your ISP. Moreover you will not have access to full 100mbps.

Are you sure you're not getting 9.45Mb, not 9.45mb?

I pay for 100 mb download speed and I'm getting consistent 9.45 mb, am I being throttled because I personally think this is outrageous! 

if you pay for 100mbit, getting 10megabyte download speed is quite fair considering loss. Where I live, translation goes to roughly 10 mbit = 1 megabyte.

I know. 8Mb = 1MB ;)

But considering loss through wireless networking and such, I find the 10:1 scale to be fairly "eyeball" accurate

Speedtest. If it starts to go the normal speed after paying the bill, but eventually drops down again, call your isp and tell them they are not only throttling the upload as the deal was

Yes I've tried that and they won't take responsibility for it and they're saying its a technical fault in my area, but no one else who lives near me with the same plan has no problem with their download speeds

Maybe an issue with your router, have you tried restarting it?
