Apparently it is again... They used to have watercooled PSU back in the day but now it's not it's a bit out there, there are blocks for those fanless ones though apparently:

The idea seems legitimate but at the same time it would be insanely dangerous if it went wrong but I imagine they would design it to be safe enough to use.
