If you can find a T3i used it's one of the best budget a cameras out there, highly recommended.

trying to find a camera, want to spend around $450, maybe $500 max on both lens and camera. Will be used for primarily video, i am experimenting with VFX and need good quality video. Is the canon eos rebel t5 the way to go or is there something better our here for the same price? thanks.

Canon will give you better options for video with third party support like Magic Lantern.  At your budget level, most cameras from any brand have similar performance and image quality.  None of the entry level cameras stand out by having a better codec or audio capture.

Canon SL1 - same sensor as the Canon 7D MK 1. BASIC as far as features go, but for video you wont need much. Kits can be had for under 500 with multiple lenses. Avoid these though, buy a Body only refurbished from canon, then grab a used GOOD lens that has IS and is STM for silent focusing during videoing.
