One would appear to know nothing about school networks :P

My school has a lot of speed - approximately 500 up and down.

However, when a whole room of computers, and multiple rooms are filled (such as at an exam) it really busts the connection - the entire thing slows down. That is why it needs to be fast, because it is not meant to be 700Mbit for 1 computer, but for hundreds of computers.

Technically, yes - but it would require the school to have 1000 individual networks - and then they wouldn't get 700 megs for all of the networks, rather 5/5 for 1000 different networks.

it lets me download if im on a proxy

also, thats theoretical, you also lose some speed because of overhead.

 

that is, if the access points can even handle that many people without crapping out...

Use tor , you will need a few programs to run it,

I have used it at my school and I never got caught or in trouble. 

Put it on a usb drive and it should work no problem.

The only downside is you will experience some speed loss.

I think it was like 1$ a day per person. I changed the password every day. The hotspot was TheChosenLAN
