hdd not working properly

ok, i built a PC yesterday, i made a post about the build and in that i mentioned that one of my drives wasent working properly, its just some drive i grabbed out of a box and it only has 250GB of sorage but i just wanted a backup, this should probably be in troubleshooting but its a hdd so i wasent sure.

 

ok heres evrything

drive spinns up and makes the "buzzing" sound that any hdd makes

it shows up in taskmanager as disk 0 and the drive acctivity never moves from 0%

it dosent show up as drive C:, D: or anything like that, it should show as E: but there is nothing there

i have cheked the conectors on the mobo, its plugged in, and the SATA power conector is plugged in

i have not cheked BIOS yet, might do that and format the drive

 

any help would be nice, the drive is a 250GB WD 7200rpm drive, thats all i know about the drive

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

If it shows up, have you tried to initialize it in the disk management in the control panel?

Unformatted disks don't show in the 'My Computer' To format the disk you need to enter Disk Management and do it from there.

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

im not sure i can do that, im trying to figure it out, but nothing is happening, either an error message or nothing is the responce, no option to format the drive

if you go to start, search for "disk part" and it should show "create and format hard disk partitions", open that. There you will see a window with all the drives currently attached to the motherboard and working. It should be there.

did that, cant seem to format it or do anything with the drive at all there

Could be a brick. WD has a diagnostic utility that can help determine if it's working or not. You can download it here.

When you right-click the top drive with no name, you should be able to "initalise" it, or create a new simple volume.

the only option i get is: "remove this volume"

If you can provide the specific drive model, that would be a bit helpful. I would recommend running WD Data Lifeguard Diagnostic and see if the drive passes both the quick and the extended tests. Here's a link: http://products.wdc.com/support/kb.ashx?id=4RmkCP 
Also make sure you check the drive with another SATA cable, other SATA ports and possibly on other computers (externally or internally).
