you have until July 29th 2016 to upgrade to windows 10 from either windows 7, or 8.

No, you have a year to upgrade for free. If you upgrade within that time, you have a lifetime license.

How does it handle resources better or worse than 7

You have until July 29, 2016 to claim your upgrade.

It handles about the same performance-wise, but the desktop environment itself? It's just as good and sometimes better in some ways like that Notification manager.

If you upgrade witihin a year from win7/8(.1) it is free. After that no. You'll keep it forever if you upgrade now
