Possibly, yes.

 

You have all these different components that contribute to the framerate that you finally see. The one that hits it's limit (100%) first is the one that determines performance. If you have no framerate cap in place, and your video card is powerful enough to stay out of the way, then yes, it's normal to see 100% CPU utilization.

 

Turn on Vsync and see if the load % goes down. Spoiler: it will.

is it weird or im drunk? for the 2nd time i see i5 4440 bottleneck R9 285 oc version ?

it was in Crysis 3 and i think it still even with High presets instead of Very high i still get my gpu not 100% used, just increase around more 10fps but still not 100%

 

and now it happens with GTA 5 ! , my settings "Very high" / "ultra grass quality" / 2X MSAA / FXAA ON  and i get my fcking cpu usage to 82~100% !! HOW !
and ye i see the fps drop and the usage cant even stay constant near 90% ! , 

 

 

GUYS IS THAT POSSIBLE?!! I JUST WASTED MY MONEY ON I5 4440 which meant to not bottlneck any card up to gtx 970 ?!! "ye some ppl here said that to me and thats why i bought it "

 

and ye all this sh1t on 768p monitor -.- imagine it on 1080p ..

At 1080p there wouldnt be an issue. Lower resolutions put more load on the cpu -- at 1080p your gpu would hit 100% before your cpu would.

Adding to the above comments, this is why PROPER CPU comparison benchmarking is done at a lower resolutions. 

 

And GTA 5 can max out my i5 at 2560x1440, but as always I have other things running in the background.

well, above comments says that i5 wont bottlenecking at 1080p , and here u say u already get bottlenecking at 1440p so how Adding to the above comments?
also i asked many ppl before about the resolution thing and the answer was NO completely NO , the reason why u get low GPU usage "NOT FPS" <-- attention here , is just because there's nothing else that asks the gpu to work harder which means its like " oh i got enough thank you " so the gpu usage stays low and fps stays good n fine, and the reason why u get 100% usage on 1080p is that u need to gpu to work harder for more pixels so it gets 100% usage, but ye low fps. thats why u get low fps on high res .
so i still wonder why i get low gpu usage also low fps/clocks with i5 / r9 285 ?!

Why? Sometimes my GPU doesn't even work at 100% at 1440P (GTA V) but when I set it to 5K it works at 100%.

i5 4440, GTX 970. There are no bottlenecks no matter what game I play at 1080p.

Yes, the lower the resolution the lower the GPU usage will be (up until a point of course -- which will vary by game/settings/components). 

 

The reason is that at lower resolutions the GPU is pushing out more frames then the CPU can handle, thus the CPU hits a performance wall before the GPU. Up the resolution and the GPU starts to hit that well before the CPU will.

I'm not bottlenecked as my 980 runs at very near to 100% with those occasional dips which is to be expected. I was saying that its normal for the cpu to be at 80-100%.

OK, let me see. You only have 4GB of RAM, that's barely enough for me when I'm using my laptop for studying, and my desktop (16GB RAM) uses well over 6GB when gaming. Also, GTA 5 is the kind of game that prefers an i7 over an i5 (for FX 83** users that isn't a saving grace for your CPU).

if you'd play at 1080p you'd get much higher GPU loads across the board in every games.

That just goes to show that the R9 285 is a card that is geared for 1080p gaming and nothing else mate, it's all good.

Resolution affects the gpu ONLY, so the higher the resolution the more gpu bound it is. The fps would drop at 1080p, but you would be more gpu limited than cpu.

OK, let me see. You only have 4GB of RAM, that's barely enough for me when I'm using my laptop for studying, and my desktop (16GB RAM) uses well over 6GB when gaming. Also, GTA 5 is the kind of game that prefers an i7 over an i5 (for FX 83** users that isn't a saving grace for your CPU).

AT LOW RESOLUTION...if you game at NORMAL HD RESOLUTION LIKE NORMAL PEOPLE TEND TO DO THESE DAYS you'd quickly realise that your GPU is getting a mouthful...it being a 1080p graphics card.

At 1080p there wouldnt be an issue. Lower resolutions put more load on the cpu -- at 1080p your gpu would hit 100% before your cpu would. 

 

A lower resolution does not put more load on a CPU than a higher resolution would—it's just that a given GPU is capable of a much higher framerate at a lower resolution, which makes it more likely to expose the limits of the CPU. The limit itself hasn't changed.

 

If OP is aiming for 60 FPS at 1366x768 and can't reach that with this hardware, something else is going on. Thermal throttling, maybe?

Core i5 is a number between Core i3 and Core i7. It's basically the ham, lettuce, tomato, or whatever you want to call it. Core i3 and Core i7 are the 2 slices of bread. The Core i7 stares down at the Core i5 and says you can never beat me, while the Core i3 looks up to the Core i5 and want to be like it. :P

 

Seriously at the resolution you're playing your video card is never put to work, it's basically just sleeping while your cpu is doing all the job. Run your game at a higher resolution like 1920.1080,  and then you'll see your 285 waking up and be put into good use.

My monitor is still good though, It runs at 1920x1200 16:10 and has a build in TV Tuner. It's a Samsung T240HD, very pretty with its Rose Black color scheme. But if I was to grab my next screen it'll be 4K or 5K. :)
