M.2 SSD 250GB Samsung

1TB WD Black 7200rpm

Corsair Vengeance 1600mhz 2x8gb

Wait, M.2 SSD? Not a regular Sata one..?

Can you make this build on PCPartPicker please?

Looks alright, but the SSD may we waaay high priced. GTX 960 is.. meh.. I would personally re-evaluate a bit and go for GTX 970 at least

In this case, hairworks is still broken on many nvidia cards, save their super high end, so you can count on not having that running, unless you like 12fps every time a person with hairworks enabled walks into view.

The ram is fine, you might cut it back to 2x4gb dims if you want to save money, but it's fine at 16gb. I prefer 16gb in a computer, 8 wont hurt you, but it's nice to have some cushion.

Swap the 960 for a 280X, it'll perform better, and costs the same if not cheaper. As stated before, you can't run hairworks, even with the nvidia card.\

you might swap the m.2 ssd for a regular sata ssd, save the money, or splerg it on a better gpu, like a 970 or 390. (even with the 970 hairworks won't really run that well whatsoever.

everything else is fine

Get an i5 4460, a cheaper cooler (or stock cooler even) and a H81 or B85 motherboard and use the money you saved for a GTX 970. Also get a SATA SSD, it will be cheaper and in day to day usage you won't notice the slower sequential speed.

+1 to reduce RAM, maybe skip SSD if required, skip AIO water cooler for now, but get GTX 970/R9 390

Finally got PS4 Pro

I plan to put my OS on the M.2 SSD since it will boot up faster, if not I have an exisiting SSD anyhow but only 120GB so just enough to run my OS. 16GB since I will do some editing as well, mostly lightroom and photoshop.

the GTX 970 here is waaayyyy too expensive and only 25 usd less to a zotac 980. thats why im sticking to the gtx 960 since its only 196 usd here. I already have the psu and case and processor so thats why its there. the motherboard and vid and maybe the m.2 still need to buy. I can get my RAM and HDD from my current rig.
