The new Windows IoT Core and Smartwatches

Just a piece of brainstorming here... Microsoft just released their new IoT core, which they say you can use to build other devices for the universal windows platform... So what if you were able to build a new OS, smaller than the mobile Windows that runs on phones, and is basically the rival of Android Wear, but made for the Windows platform? I'd say the easiest way of going about developing such a thing is to take a pre-existing piece of smartwatch tech, like a Moto 360, and to build it based on that hardware... Hey, I'm no programmer (only beginning the basics right now), but I figured that I'd come ask this to the people who actually do programming....
