I am having trouble picking out a graphics card. nothing is really standing out and any feedback to help me with this would be great.

i am looking for something that will run all the latest next gen gaming on high graphic settings plus being able to do this on 21 to 24 inch monitors.

the size of the monitor does not matter. What res do you intend to be playing at? Im assuming 1080p as thats the most common res at that monitor size.

A r9 290/290x, or a gtx 970 should be able to get close to maxing out most games at 1080p

Cpu: Ryzen 2700 @ 4.0Ghz | Motherboard: Hero VI x370 | Gpu: EVGA RTX 2080 | Cooler: Custom Water loop | Ram: 16GB Trident Z 3000MHz

Also, for any recommendations to be made, you will need to give a budget. Also, your PSU model and case would be nice (so that we can see if it's compatible with your system). Im also assuming that you have a PCIE 3.0 16x slot. Right? Right? Riiight? okay, now you're starting to scare me....

I don't think you'll find a graphics card that will play all "next gen" games at Ultra at 1080p with reasonable FPS. After all, "next gen" implies that you're talking about PC ports of games that were designed for consoles, and some of them (looking at you, Unity), are so dreadfully badly optimised that no amount of graphics card power will be able to get you the performance you want. Leaving that aside though and going on more reasonable grounds, a 960 4GB might work for you, and a 970 definitely ought to be enough, with AMD cards of comparable performance obviously also being an option.

Main Rig "Melanie" (click!) -- AMD Ryzen7 1800X • Gigabyte Aorus X370-Gaming 5 • 3x G.SKILL TridentZ 3200 8GB • Gigabyte GTX 970 G1 Gaming • Corsair RM750x • Phanteks Enthoo Pro --

HTPC "Keira" -- AMD Sempron 2650 • MSI AM1I • 2x Kingston HyperX Fury DDR3 1866 8GB • ASUS ENGTX 560Ti • Corsair SF450 • Phanteks Enthoo EVOLV Shift --

Laptop "Abbey" -- AMD E-350 • HP 646982-001 • 1x Samsung DDR3 1333 4GB • AMD Radeon HD 6310 • HP MU06 Notebook Battery • HP 635 case --

R9 280X would probably fit the price range of most people and it will run most modern and probably most of the upcoming titles at the very least 30FPS or higher at 1080p.
