I'm planning on building a pc with a budget of $1000 usd. I don't have a monitor so that should be included. Any suggestions?

Not really. It seems good to me.

 

It is fully functional.  You are missing out on SLI.  The PSU is "average", or "acceptable", but nowhere near high quality.  The SSD is fast, but the controller is older tech (still okay though).

 

Those are my main concerns.

Moving down to a locked CPU allows improvements.  Most games are not CPU intensive, and the speed of the 4460 can still be manipulated even though it has a locked multiplier.

Just a side note:
LG 23MP57HQ-P this monitor's brigtness isnt so good. As long as you are not sitting near a window its ok. 
If not i would recommend this : http://pcpartpicker.com/part/aoc-monitor-i2369v

Also, if you are not using a 5.1 speaker setup, you can also get a cheaper mobo. possibly mATX with a smaller case.
