Does having GPU weaken the overclocking?

That has nothing to do with GPU. He is simply lucky.

Having GPU only affects temperatures (when GPU and CPU are in the load then hot air from GPU will also increase CPU temperature) but if he achieved 4.7GHz on 1.25V that is not the case as that is really impressive actualy.

Ok, so err... my friend's system just went past 20 hours stress test on 4790k with NH-D15 at 4,7ghz with only stock vcore (1.250) and 2.0v vccin...

Did he just used all of his 10 years worth of luck on silicon lottery or does not having GPU yet made this possible?

Uhh, the Silicon lottery just refers to getting lucky(or not) with good overclocking chips, its not an actual thing lol. Your friend could get a GPU that OC's like a beast, or is DOA, its all just random.

If he has a good PSU, the GPU shouldn't make a difference.

That's really not how voltages work, It'll most likely take anywhere from 1.38-1.52 for 5 Ghz.

If he can go lower than 1.25v for 4.7, he may be able to get 5 at lower than 1.5, unless he has ridiculous voltage scaling.

 

Usually 4.7 is easily achievable around 1.3, then going from 4.7 to 4.8 or 4.9 is a big big increase in voltage, and 4.8 to 5 or 4.9 to 5 is even bigger.

Anyhow, he will try to go for 5GHz but he wont exceed 1.35v. Man this will be impressive system once he gets his GTX 980 TI

Maybe 1.35v. 1.3v is way too low for it to make sense. 1.35v for 5 gigs is already freakin' amazing, don't count on it.

Voltage doesn't scale linearly, there are chips that scale very very well, but the odds of chips like that are extremely unlikely.

 

IE: may take 1.2v for 4.6, 1.25v for 4.7, 4.8 may be a wall that needs 1.35v, 4.9 may need 1.435, 5 may need 1.5v.

Hmm I see, well I'm not as lucky as he is lol... it took me 1.28 to barely get 4.7 GHz...
