Does having GPU weaken the overclocking?

That has nothing to do with GPU. He is simply lucky.
Having GPU only affects temperatures (when GPU and CPU are in the load then hot air from GPU will also increase CPU temperature) but if he achieved 4.7GHz on 1.25V that is not the case as that is really impressive actualy.
