You should have it turned on if your framerates are too high and are causing graphical issues such as screen tearing, or don't want to have excessive load on your rig from the extra frames.

Vsync = input lag

Your graphics card has to wait until a monitor refresh before it sends the image to the display.

Depends on what you want. V-Sync induces increased latency which can be undesirable in games like CS:GO and other FPS shooters. In addition, it can cause major stuttering if your frame rate is all over the place.

Eyes don't see in frames per second. Light entering the eye is what enables us to see.

NEVER! It only causes lag, and who doesn't want as much FPS as possible?

Some of us don't like tearing.

The frame rate the eye(and brain) can perceive isn't that simple. Our eyes work similarly to a camera lens.

cause my eye can't see 65 FPS but only 60?

The eye doesn't work like a shutter camera.

From the instant light enters your eye, it will get captured and sent to the brain. BUT your cells (in your retina) have to "recharge" from time to time.

Its very noticeable in most games that vsync adds some lag/stuttering as it skips frames from being output to the monitor

if frame tearing is not that bag in a game I prefer playing with vsync off, it just feels more responsive

If i need Vsync, usually i will use it with a combo of frame limiter.

When i'm gaming should i always have VSYNC  turned on? even if i have high end monitor or low end.

Vsync off unless you like latency and input lag. Go with gsync and free sync over it.

is there a way that i can lock my FPS to 60? So my GPU wouldn't go up to 75C cause my Monitor supports only 60 FPS

Cause VSYNC is causing lag

VSync puts a cap on it that is the same as your monitors refresh rate. I'd suggest using adaptive vsync in the nvidia control panel. (or amd CCC if its supported in there)

I like it if my framerates are constantly 60+.

Nvidia also has Adaptive Vsync (not to be confused with AMD's adaptive sync), which automaticly switches Vsync of when framerates drop below 60.

When running at 60fps i dont really mind the extra input lag and it really beats having awfull tearing.

Adaptive Sync is not an AMD technology. It is a DisplayPort technology.
