So can you hook up a laptop to a desktop to make the laptop monitor display the desktops screen

And can you use the laptop keyboard as a desktop input

I'm doing a budget build for my friend and I'm trying to cut down in all ways possible and he already has a laptop

It is possible to use the laptop display as a monitor for your desktop. but you'd need to buy some sort of controller board that can convert the internal display connector to vga or dvi.

 

I am assuming you're trying to accomplish something like this video?

HDMI on laptops are set to output, you will need to do some sketchy stuff to connect laptop screen to desktop. Or take apart laptop and use the screen alone.

You can. But it either needs laptop to be dismanteled as pointed before. Or for monitor a capture card which will bring lag. Getting used monitor is dirty cheap here. Local recycling center has nice 15-17'' flat screens for €20. Basic usb keyboard you can get for free.

Another way to cut down price: Take the laptop hard drive out of the laptop and use it in the PC.

My Main PC:

CPU: i5 3570k CPU Cooler: Cooler Master Hyper T4 Motherboard: Asus p8z77-v pro  RAM: Crucial Balistic 2x4gb  GPU: Two PNY GTX 680's in SLI Case: Some rando Antec one  PSU: Thermaltake 1000w  Display: HP Elite Display 321i 23''  Storage: Samsung 840 Evo 128gb, Seagate Barracuda 1tb

only if you have an alienware 17 or 18 inch laptop, those come with an hdmi input. but you cannot use the keyboard for the desktop.

 

BUT! there's another way. you can use remote desktop to take over the desktop via the network, although it isn't your best option for video's or games
